Can you cut nylon trouser socks into stirrup socks?

I was looking for some cheap red stirrup socks to use for a costume but they seem to usually be textured or just too expensive, I don't want to spend more then $8. So, my question is, could I cut the toes and heel off of these: http://www.sockdreams.com/products/socks/knee-highs/opaque-nylon-trouser-socks To make stirrup socks without the fabric freaking out (fraying, "lettuce leaf-ing", ect.)?
